Preheat oven to 325°F (165°C).

Pat the brisket dry with paper towels and trim any excess fat.

Season the brisket with 2 tablespoons kosher salt.

Season the brisket with 1 tablespoon coarse black pepper.

Season the brisket with 1 tablespoon smoked paprika.

Season the brisket with 1 teaspoon garlic powder.

Season the brisket with 1 teaspoon onion powder.

Season the brisket with 1 tablespoon brown sugar.

Sprinkle 1/2 teaspoon chili powder over the brisket.

Heat 2 tablespoons neutral oil in a heavy Dutch oven or skillet over medium-high heat.

Sear the brisket on all sides until deeply browned, about 4-6 minutes per side.

Add 1 cup beef broth and 0.5 cup red wine to the pot.

Stir in 1 tablespoon tomato paste and 1 tablespoon Worcestershire sauce.

Cover and braise in the oven (or on the stove) at 325°F for 3-4 hours, until the brisket is fork-tender.
