Bring a large pot of salted water to a boil. Add elbow macaroni and cook until al dente according to package directions (about 7-9 minutes). Drain well and set aside.

Prepare the roux

In a medium saucepan over medium heat, melt 2 tablespoons of butter. Whisk in 2 tablespoons of all-purpose flour and cook for 1 minute to form a smooth roux, lightly paste-like with no browning.

Make the cheese sauce

Slowly whisk in 2 cups of whole milk (and an optional 1/4 cup heavy cream if you want extra richness) until the mixture is smooth. Bring to a gentle simmer, stirring frequently until slightly thickened.

Add cheese and season

Remove from heat. Stir in 2 cups shredded cheddar cheese until melted and silky. Season with 1 teaspoon salt, 1/4 teaspoon black pepper, and 1/4 teaspoon paprika. Taste and adjust seasoning as needed.

Combine pasta with sauce

Fold the cooked macaroni into the cheese sauce until evenly coated. If the sauce is too thick, whisk in a splash of milk to reach your desired consistency.

Bake with topping

Pour the macaroni and cheese into a baking dish. Sprinkle 1/2 cup breadcrumbs evenly over the top and drizzle 1 tablespoon melted butter over them to create a crisp, golden crust. Bake at 350°F (175°C) for 20-25 minutes, until bubbling and the top is golden.

Rest and serve

Let the dish rest for about 5 minutes after removing from the oven. Serve warm and enjoy.
