Making the Cannoli Shells
Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, granulated sugar, cocoa powder, and salt.
Add Wine and Water
Stir in the white wine (or vinegar) and water until the dough forms. Knead the dough for about 5 minutes on a lightly floured surface until it is smooth.
Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 1 hour.
Roll Out the Dough
After chilling, roll out the dough to about 1/8 inch thickness. Cut into 4-inch circles.
Fry the Shells
Heat the oil in a deep fryer or large heavy pot to 350°F (175°C). Wrap each dough circle around a cannoli tube, sealing the edges with a bit of water. Fry in the hot oil until golden brown, about 2-3 minutes. Remove and drain on paper towels.
Making the Filling
Prepare the Filling
In a mixing bowl, combine the drained ricotta cheese, powdered sugar, vanilla extract, mini chocolate chips, and ground cinnamon. Mix until smooth and well combined.
Fill the Shells
Once the shells are completely cooled, fill a piping bag with the ricotta filling. Pipe the filling into each shell from both ends.

Dust with Powdered Sugar
Dust the filled cannolis with powdered sugar before serving.
