Rinse mussels under cold water, scrub shells, and remove any beards by pulling toward the hinge. Discard any mussels with cracked shells or that do not close when tapped. Place cleaned mussels in a bowl and sprinkle with 1 tsp kosher salt and the juice of half the lemon (reserve the other half). Set aside in the refrigerator while you prepare the sauce (no longer than 30 minutes).

In a large deep skillet or wide pot with a tight-fitting lid, heat 1 tbsp olive oil and 2 tbsp butter over medium heat until butter is melted and foaming. Add the minced shallots and cook, stirring, for 2–3 minutes until softened but not browned. Add the minced garlic and cook 30–45 seconds until fragrant.

Deglaze & build flavor

Increase heat to medium-high and pour in 3 tbsp dry white wine to deglaze the pan, scraping any browned bits from the bottom. Let the wine reduce by about half (1–2 minutes).

Add stock & steam base

Add 1 cup of chicken or seafood stock to the pan and bring to a gentle simmer. Stir in 1 tsp Dijon mustard (if using), 1 tsp freshly ground black pepper, and 1 tsp crushed red pepper flakes (if using). Simmer for 2 minutes to meld flavors.

Finish with cream

Reduce heat to medium-low and stir in 3 tbsp heavy cream and the remaining 1 tbsp butter. Stir until the butter is melted and the sauce is glossy and slightly thickened (about 1–2 minutes). Taste and adjust seasoning with more pepper or a pinch of salt if needed, remembering the mussels will release briny liquid.

Cooking Mussels & Finishing

Add the prepared mussels to the skillet in an even layer. Pour any accumulated juice from the mussel bowl into the skillet. Increase heat to high, cover with a tight-fitting lid, and steam for 4–6 minutes, shaking the pan halfway through, until most mussels have opened. Discard any that remain tightly closed.

Once mussels are open, remove the lid and immediately squeeze the remaining half lemon over the mussels. Stir gently to combine so the sauce coats the shells and meat. If the sauce is too thin, simmer uncovered for 1–2 minutes to reduce slightly; if too thick, add up to 2 tbsp stock.

Stir in the chopped parsley, sliced chives, and 1 tsp lemon zest. Taste and adjust seasoning. If desired, finish with a small knob of butter for gloss (optional).

To Serve (optional)

Slice the baguette and toast lightly with 1 tbsp butter in a skillet or under the broiler. Spoon mussels and plenty of sauce into shallow bowls or a large serving platter. Garnish with additional herbs and lemon wedges. Serve immediately with toasted bread to soak up the creamy garlic sauce.
