Begin by chopping the garlic, rosemary, carrots, and onion. Dice the potatoes into bite-sized pieces.

In a large pot, heat the olive oil over medium-high heat. Add the beef stew meat in batches, searing until browned on all sides. Remove the meat and set aside.
