Prepare dry ingredients
In a medium bowl whisk together 1 cup all-purpose flour, 1 tablespoon cornstarch, 2 tablespoons granulated sugar, 1 teaspoon baking powder, and 1 teaspoon salt until evenly combined.
Make batter
Pour the wet mixture into the dry ingredients and whisk until smooth and lump-free. The batter should be thick enough to coat a cookie but still pourable. If batter is very thick, add up to 1-2 tablespoons more milk. If using panko for extra crispness, place 1 cup panko breadcrumbs in a shallow dish for dredging.
Pour about 1 to 1.5 cups vegetable oil into a deep skillet or pot (enough to give a 1.5–2 inch deep fry depth). Heat oil over medium heat until it reaches 350°F (175°C). If you don't have a thermometer, test by dropping a small amount of batter — it should sizzle and rise to the surface within a few seconds and turn golden.
Use a slotted spoon to transfer fried Oreos to a plate lined with paper towels to drain excess oil. Let them rest 1–2 minutes; they will be very hot inside.

Arrange fried Oreos on a serving platter and dust generously with 1/2 cup powdered sugar. Serve warm with chocolate sauce or hot fudge drizzled on top or on the side for dipping (about 1/4 cup).
