Check and clean mussels
Rinse mussels under cold running water. Discard any with cracked shells or that do not close when tapped. Remove beards by pulling toward the hinge; scrub shells if necessary. Keep mussels cold until ready to cook.
Melt fats and sweat aromatics
In a large wide pot or deep skillet with a tight-fitting lid, heat the butter and olive oil over medium heat until the butter foams. Add the diced onion and sliced shallot and cook, stirring occasionally, until softened and translucent, about 4–5 minutes. Add the minced garlic, thyme, and half of the chopped parsley and cook 30–45 seconds until fragrant (do not let garlic brown).

Deglaze and season
Increase heat to medium-high, pour in the white wine (or chicken stock) and scrape any browned bits from the bottom of the pan. Add lemon zest, lemon juice from half the lemon, cracked black pepper, salt, and red pepper flakes (if using). Bring the liquid to a lively simmer and allow it to reduce for 1–2 minutes to concentrate flavor.
Steam mussels
Add the cleaned mussels to the pot, cover with the lid, and steam until most shells open, about 4–6 minutes. Shake the pot once or twice during cooking to redistribute mussels and broth. Check for doneness: shells should be open and plump. Discard any mussels that remain closed after cooking.

Finish the broth
Remove the pot from heat. If using cream, stir in the heavy cream and warm gently for 30 seconds to 1 minute — do not boil. Taste the broth and adjust seasoning with additional salt, pepper, or a squeeze of lemon juice from the remaining lemon as needed. Stir in the remaining chopped parsley.
