Wash the fresh green beans thoroughly under cold running water. Trim the ends of the green beans if necessary and set aside.
Batter Preparation
In a large mixing bowl, combine 1 cup of all-purpose flour, 2 tablespoons of cornstarch, 1 teaspoon of baking powder, 1 teaspoon of salt, 0.5 teaspoon of black pepper, and 0.5 teaspoon of garlic powder. Mix well until all dry ingredients are evenly distributed.
Gradually add 3/4 cup of cold water to the dry mixture, whisking continuously until the batter is smooth and free of lumps. Ensure the batter is thick enough to coat the back of a spoon.
Frying
In a deep skillet or frying pan, heat 2 cups of vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and bubbles, the oil is ready.
Dip each green bean into the batter, ensuring it's fully coated, then carefully place it into the hot oil. Do not overcrowd the pan; fry in batches as necessary.
Fry the green beans for about 3-4 minutes, or until they turn golden brown and crispy. Use a slotted spoon to remove them from the oil and place them on a paper towel-lined plate to drain excess oil.
