Clean the calamari rings under cold water and pat them dry with paper towels. Slice the fresno chili peppers, julienne the carrots, and chop the scallions and cilantro.

Make the Coating

In a mixing bowl, combine the all-purpose flour, cornstarch, salt, and pepper. Mix well.

Coat the Calamari

Dredge the calamari rings in the flour mixture, ensuring they are evenly coated.

Heat the Oil

In a deep pan or fryer, heat the oil over medium-high heat until hot, about 350°F (175°C).

Fry the Calamari

Carefully add the coated calamari rings to the hot oil in batches. Fry until golden brown and crispy, about 2-3 minutes per batch. Remove and drain on paper towels.

In a bowl, combine the fried calamari with sliced fresno chili peppers, julienned carrots, chopped scallions, and cilantro. Toss lightly.
