Prepare the Filling

Cook the Rice

Prepare 1 cup of rice according to package instructions and set aside to cool.

Mix Ingredients

In a large mixing bowl, combine the ground beef, cooked rice, finely chopped onion, minced garlic, egg, salt, black pepper, and chopped parsley. Mix well until all ingredients are thoroughly combined.

Prepare the Cabbage

Boil the Cabbage

Bring a large pot of water to a boil. Carefully add the cabbage leaves and blanch for 2-3 minutes until they become pliable. Remove and drain the leaves.

Assemble the Rolls

Fill the Cabbage Leaves

Take a cabbage leaf and place about 2-3 tablespoons of the filling at the base of the leaf. Fold in the sides and roll it up tightly. Repeat until all filling is used.

Prepare the Sauce

Make the Sauce

In a medium saucepan, combine tomato sauce, brown sugar, lemon juice, and salt. Stir well and bring to a simmer over medium heat.

Cook the Rolls

Layer and Cook

In a large dish, spread a thin layer of the sauce on the bottom. Place the cabbage rolls seam-side down in the dish. Pour the remaining sauce over the rolls. Cover with aluminum foil.

Bake

Preheat the oven to 350°F (175°C). Bake the covered cabbage rolls for 1 hour. Remove the foil and bake for an additional 15 minutes to slightly brown the top.
