Prepare the Gelatin

In a small bowl, sprinkle the gelatin powder over the cold water. Let it sit for about 5 minutes until it blooms.

In a saucepan, combine the heavy cream, whole milk, granulated sugar, and vanilla extract. Heat over medium heat until the mixture is hot but not boiling.
