Make the Dough

In a large mixing bowl, combine the corn flour, salt, and vegetable oil. Gradually add water while stirring until a soft dough forms. Knead the dough for a few minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling

In a skillet over medium heat, combine chopped onion, bell pepper, and minced garlic. Sauté for 5-7 minutes until the vegetables are softened. Add the shredded beef, cilantro, black pepper, and salt. Stir well and cook for an additional 5 minutes. Remove from heat and let it cool slightly.

Assemble the Tona

Divide the dough into small balls (about the size of a golf ball). Flatten each ball into a disc about 1/4 inch thick. Place a spoonful of the beef filling in the center of each disc. Fold the disc over to create a half-moon shape and seal the edges by pinching them together.

Cook the Tona

Heat a skillet over medium-high heat and lightly grease it with oil. Cook each filled tonas for about 3-4 minutes on each side until golden brown and cooked through.

Serve the tonas warm with sour cream, sliced avocado, and crumbled queso fresco on the side for dipping and topping.
