Sauté Vegetables

In a large pot over medium heat, add 1 tablespoon of oil if desired. Add the diced onion, minced garlic, and chopped bell pepper. Sauté until the vegetables are soft, about 5 minutes.

Brown the Beef

Add the ground beef to the pot. Cook until the beef is browned, breaking it up with a wooden spoon, about 7 minutes.

Add Beans and Tomatoes

Stir in the canned tomatoes (with their juice) and kidney beans (drained and rinsed). Mix well.

Season the Mixture

Add the chili powder, cumin, salt, and black pepper to the pot. Stir to combine all the spices evenly throughout the mixture.

Simmer

Pour in the water and bring the mixture to a boil. Reduce heat to low, cover, and let it simmer for at least 20 minutes, stirring occasionally.
