Prepare the Potatoes

Peel and chop the potatoes into small chunks. Boil them in salted water until tender, about 15-20 minutes. Drain and let cool slightly.

Make the Batter

In a large bowl, mash the boiled potatoes until smooth. Stir in melted butter, chopped onion, eggs, flour, baking powder, salt, and black pepper. Mix until well combined.

Cook the Cake

Heat a non-stick skillet over medium heat and add a little butter. Pour a ladleful of the potato batter into the skillet, forming a cake. Cook for about 4-5 minutes on each side, or until golden brown. Repeat with the remaining batter.

Serve

Place the potato cakes on a serving plate. Top each cake with a dollop of sour cream, a generous amount of caviar, and sprinkle with chopped chives. Serve warm.
