In a mixing bowl, combine urad dal flour, rice flour, cumin seeds, black pepper, and salt. Gradually add water and knead until a smooth dough forms. Cover with a damp cloth and let it rest for 30 minutes.

Divide the dough into small balls. On a clean surface, roll each ball into thin discs using a rolling pin. Make sure they are even in thickness for uniform cooking.
