Make the Chowder Base
Sprinkle the flour over the sautéed vegetables and stir for about 2 minutes until the flour is cooked. Gradually whisk in the vegetable broth and heavy cream, bringing the mixture to a simmer.
Add Seafood and Seasonings
Stir in the scallops, flounder, thyme, salt, and pepper. Cook for an additional 5-7 minutes until the seafood is cooked through. Add the frozen peas and mix well.
Assemble the Pot Pie
Preheat the oven to 375°F (190°C). Pour the seafood mixture into a baking dish. Top with buttermilk biscuits and sprinkle parmesan cheese over the top.
Bake
Bake in the preheated oven for 25-30 minutes, or until the biscuits are golden brown and the filling is bubbling.
